- Through the Naval Officer Candidate School (NOCS)
The NOCS is a one-year training program for college graduates who want to join the Navy as commissioned officers. Upon graduation, cadets are commissioned to the Philippine Navy as Ensigns, equivalent to 2nd Lieutenants in the Army.

- A natural-born Filipino citizen
- At least 21 years old but not older than 29 years old on the date of appointment
- Bachelor’s degree holder from a recognized college or university
- Must be a licensed professional if applicable
- Good physical and mental health
- No criminal record

- Must meet the minimum height requirement of 5 feet (152.4cm) for both males and females

- Through the Basic Seaman Course
